About Tanager
Tanager, an affiliate of the AV Group, is a global development organization that empowers people to realize life-changing economic and social opportunities. Headquartered in Washington, DC, with offices and activities in several countries around the world, we have 30 years of experience implementing gender-transformative and nutrition-sensitive agriculture approaches, connecting actors across the production supply chain, fostering knowledge and access for women and other marginalized groups, and unlocking sustainable, climate-smart economic opportunities for all.
Program Background
The Impacting Gender and Nutrition through Innovative Technical Exchange in Agriculture Plus (IGNITE+) project is a five-year project implemented by Tanager to strengthen African institutions’ ability to integrate gender and nutrition into their way of doing business and their agriculture interventions. IGNITE+ is an extension of the IGNITE project which Tanager implemented from 2018-2024.
IGNITE+ will work with African institutions to design, implement, and evaluate nutrition-sensitive and gender-integrated agriculture interventions. IGNITE+ will also strengthen the ability of African institutions to incorporate nutrition and gender equality into their policy priorities and business practices—their way of doing business. Based on the interventions implemented by IGNITE+ clients, IGNITE+ will identify key mechanisms and drivers of demand for the scale up and replication of nutrition-sensitive and gender-integrated interventions. IGNITE+ activities will be targeted in Burkina Faso, Ethiopia, Kenya, Nigeria, and Tanzania. Potential clients include NGOs, private sector companies, and government bodies working in agriculture.
IGNITE+ Local Service Providers
Local Service Providers (LSPs) are local organizations that offer technical advisory services to agricultural institutions on gender and/or nutrition. These LSPs could be private sector or social enterprises. IGNITE+ will cultivate a sustainable network of LSPs who can offer technical assistance (TA) to AAIs for improved integration of gender and nutrition. IGNITE+ will help African Agricultural Institutions (AAIs) in target countries of Burkina Faso, Ethiopia, Kenya, Tanzania, and Nigeria recognize the importance of integrating gender and nutrition approaches while developing a pool of qualified LSPs to offer essential expertise and support to said AAI clients.
LSPs will be instrumental in delivering quality gender and nutrition TA services to clients in the project target countries. Using their knowledge of local context, an LSP will ultimately deliver technical advisory services to AAIs, building the client’s capacity for gender and nutrition-sensitive agriculture programming. LSPs will collaborate with Tanager technical staff or independently provide services, expand their offerings, build their business plans, generate demand, ultimately strengthening the ecosystem of gender and nutrition TA service providers in Africa.
IGNITE+ anticipates working with twenty (20) clients across the five (5) countries (estimate of four (4) clients per country).
Purpose
Tanager seeks to engage Local Service Providers in Kenya and Nigeria to undertake provision of technical assistance services to African Agricultural Institutions (clients) as subaward partners for IGNITE+.
Scope of Work
Technical Assistance
LSPs will deliver both institutional and programmatic TA services to AAI clients. These services will encompass a range of activities, including the development and review of gender policies, the creation of gender- and nutrition-sensitive strategies, and the formulation of action plans, project designs, budgets, and program implementation plans. LSPs will provide training and sensitization on integrating gender and nutrition approaches within agricultural programs, support clients during program implementation and helping them build and sustain the necessary capacities for effective implementation. LSPs will provide training and sensitization on integrating gender and nutrition approaches within agricultural programs, support clients during program implementation, and help them build and sustain the necessary capacities for effective implementation.
LSPs will assist in the establishment and operationalization of monitoring, evaluation, and learning (MEL) systems for AAI clients. These systems will be designed to track progress, measure impact, and facilitate continuous learning and improvement in gender-integrated and nutrition-sensitive programming. By working closely with clients, LSPs will ensure that MEL frameworks are effectively integrated into program implementation, thereby contributing to the achievement of both short-term and long-term project goals. LSPs will actively engage in IGNITE+ learning activities by participating in annual pause-and-reflect sessions to assess progress, identify what is working, and make necessary adjustments. They will also contribute to peer-to-peer learning among LSPs and clients to enhance overall project knowledge and gradually take the lead in quarterly learning and adaptation meetings with clients.
Diagnostic Support
With introductory Tanager support, LSPs will conduct diagnostic assessments to jointly assess clients’ positions on the Gender and Nutrition Diagnostic Spectrum, enabling them to identify specific needs and provide tailored support based on each client’s capacity. LSPs will be matched with clients based on their technical expertise and institutional capacity, ensuring they can effectively deliver specialized services.
Client Management
LSPs will participate in project work planning sessions alongside Tanager. LSPs will collaborate with Tanager to develop, review, and refine engagement Scopes of Work (eSOW) with each client. This will ensure IGNITE+ Theory of Change (ToC) and the client’s programmatic ToC are aligned. They will be assigned clients to support in delivering TA services alongside Tanager experts. LSPs will also participate in regular check-in meetings with Tanager and donor to ensure project objectives are being met and to address any emerging challenges. The LSP will be expected to develop a strategic plan on how to develop and sustain the service delivery.
Project Management
Communications
LSPs should publish a quarterly blog showcasing the impact of their technical assistance to clients. LSPs should also support Tanager’s efforts to increase the visibility of the IGNITE+ project by posting or sharing knowledge, information, tools, etc. via LSP communication channels. This initiative will help stakeholders understand the objectives of IGNITE+, create demand for gender and nutrition integration and potentially support LSPs with client pipeline.
Reporting
Financial reporting and award management. The LSP will be expected to provide timely reports on project financials.
