Mr. Hall served as president & CEO of ACDI/VOCA for a four-year period from 2018 to 2022.  He brought to this role broad experience in government, banking, entrepreneurship and social-enterprise development.  He stepped down from his leadership position at ACDI/VOCA Group on April 15, 2022, retaining his membership on the boards of ACDI/VOCA (a 501(c)3 international development NGO), Tanager (a 509(a)3 international development NGO), and AV Ventures LLC (an impact investment and blended finance manager).

Prior to joining ACDI/VOCA, Mr. Hall served four years in senior presidential appointments at the Export-Import Bank of the United States (EXIM Bank). President Obama appointed him Executive Vice President at EXIM in 2013, and EXIM Chairman and President in early 2017.  He resigned his presidential appointment in December 2017.

During the 5 years prior to his most recent U.S. Government service, Mr. Hall was chief executive of a London-based nonprofit established to design and manage community-based agroforestry and forest protection programs in sub-Saharan Africa.  Prior to that, he and his wife founded a food manufacturing business in the United Kingdom, which they later floated on the London Stock Exchange.

In banking, he was an emerging markets corporate finance banker with J.P. Morgan for 9 years, based in New York, São Paulo and London covering clients in Venezuela, Brazil, India and Turkey.

The first 15 years of his career were in U.S. Government service, first as a U.S. naval officer serving in both the Atlantic and Pacific fleets, and later as a U.S. Foreign Service officer with the Department of State with postings in Kenya, Brazil, and Washington, D.C.

Mr. Hall earned his bachelor’s of science degree in economics from the Wharton School at the University of Pennsylvania and a master’s of Business Administration from Columbia University in New York.
